As per the existing law, all NGOs are subject to Service Tax wherever applicable. However, the budget 2012 has, exempted certain category of NGOs totally from the purview of service tax. In other words, such NGOs need not pay service tax even for providing taxable services without any financial limit. Impact of SGSY Scheme on Self-Help Group Members in West Bengal

This paper investigates whether the participants of the Swarnajayanti Gram Swarozgar Yojana (SGSY) programme are enjoying economic (improvement in income and other livelihoods) and social benefits (ie, womens empowerment, reduced vulnerability, less dependence on informal sources of credit) after joining in the SGSY micro finance programme, in Bankura district, West Bengal. The overall findings of the study indicate that while the scheme has managed to reduce the extent of peoples poverty, it has failed to reduce their vulnerability.

As part of the World Governance Survey project, a comprehensive assessment of governance at the national level in India was conducted in 2001. Over 170 experts from four states Andhra Pradesh, Bihar, Delhi and Kerala completed a questionnaire providing their ratings and comments to 30 indicators of governance. The findings suggest that even in a country of the diversity and complexity of India, it is feasible and valuable to carry out such governance assessments. However, there was an overarching concern that policy-making is rather divorced from the people especially the poorest members of society.
